Fake Notification Announces Abbottabad's Transfer to Islamabad Capital Territory, but Experts Say It's AI-Generated

A notification circulating on social media claims that the Ministry of Interior has transferred Abbottabad’s jurisdiction to Islamabad Capital Territory. However, experts have debunked this claim as fake and suspect it may be an artificially generated image created using advanced technology.

The document in question bears a header with ‘Government of Pakistan’ and is dated 8 August 2026. It announces the transfer of Abbottabad’s existing jurisdiction to ‘Islamabad Capital Territory under the Government of Islamabad.’ The notification has been shared on social media platforms, including Facebook, where it received over 589 likes and 140 shares.

The claim gained traction after Interior Minister Mohsin Naqvi mentioned the need for administrative reforms during a recent conference. However, this does not necessarily imply that Abbottabad’s jurisdiction is being transferred to Islamabad Capital Territory.

Soch Fact Check conducted an investigation into the authenticity of the notification by searching credible publications and news outlets. They found two articles from The News and The Express Tribune reporting on the KP assembly adopting a unanimous resolution rejecting any move to include Haripur and Abbottabad in Islamabad.

This contradicts the claim made in the fake notification, which suggests that Abbottabad’s jurisdiction is being transferred to Islamabad Capital Territory. Soch Fact Check then conducted a reverse-image search to identify the original source of the notification.

The search led them to the Ministry of Information and Broadcasting’s fact-checking account on X, where they found a post from 9 August 2026 with a red stamp marked ‘FAKE.’ The caption reads: ‘FAKE ALERT This notification circulating on social media is fabricated. Please verify official documents before sharing.’

The Ministry of Information and Broadcasting has been using AI tools to detect fake notifications like this one, which may have originated from an artificially generated image created using advanced technology.

Soch Fact Check ran the text of the document through several AI detection tools, including ‘AI or Not’ developed by Bioptic. The tool gave a rating of 97%, concluding that it is likely contains AI-generated content.

They also used Humalingo, an online writing platform that helps humanise AI-written text. It scored the notification as 95% AI and 5% human. These results further confirm that the notification about Abbottabad transferring to ICT is fake.
